My country Ghana 😫😫 so there aren’t equipments for cutting in such situations? How much time will a potential survivor have to survive with this process?

Ghana government will watch people die and not give charge to police to start heavily enforcing reckless driving protocols . There should be a mass country wide crack down on reckless driving. Unsafe road behaviors and cars broken down on roads. People need to be prosecuted
