John Jinapor, the Minister for Energy and Green Transition, has boldly stated that greedy individuals tried to cannibalise the defunct Power Distribution Services (PDS) deal.
According to John Jinapor, the PDS deal was not a bad approach.
He revealed that a few greedy individuals tried to cannibalise the process and sold the shares among themselves.
Speaking at the Government Accountability Series on Wednesday, July 16, 2025, John Jinapor detailed, “We are not going to use the PDS approach in bringing in the private sector. PDS was not a bad approach in terms of private sector involvement. The only bad thing was that a few greedy individuals decided to cannibalise the process and to sell the shares among themselves”.
“If they had started what we are doing now—ensuring value for money, a competitive process, and less political interference—even in its bad form, we saw that the revenue of ECG was increasing. So, it means that if we do it better, then we can get real results,” he added.
He further stated, “I have assured you that we would not get involved in the shares of the new private involvement”.
John Jinapor once again reiterated that the government has no plans to sell the Electricity Company of Ghana (ECG).
According to the Energy Minister, the government is seeking to reform the Electricity Company of Ghana (ECG) with private sector participation.
He added that ECG will remain publicly owned and that any private engagement is aimed solely at improving financial and service delivery.
Also, Ace investigative journalist, Manasseh Azure Awuni, has alleged that a powerful government official wanted shares in the PDS deal.
In a social media post on X, the investigative Journalist detailed, “But do you know why the PDS deal failed? Sources close to the agreement said some powerful government officials wanted to take over ownership of PDS after the contract was signed. They wanted shares, and when the shareholders of PDS resisted, they scuttled it”.
The Power Distribution Services (PDS) deal was a controversial deal that saw the Akufo-Addo Bawumia government award a 25-year concession to PDS to manage the Electricity Company of Ghana (ECG).
The deal was signed in March 2019, but was terminated in July 2019 following allegations of fraud.
