Kojo Oppong Nkrumah the member of parliament for Ofoase Ayirebi has claimed the Energy Sector Debt was paid by the New Patriotic Party (NPP) before leaving office.
The former Information and Housing minister is quoted by UTV to have stated, “ Energy Sector Debt was paid by NPP before leaving office”.
It will be recalled that Ato Forson, the Finance Minister has stated Ghana need $3.7 billion to clear its current energy sector debt.
In a brief statement on the floor of Parliament, Ato Forson detailed that at least $3.7 billion is needed to clear the current energy sector debt.
He also presented the Energy Sector Levy (Amendment) Bill, 2025 to Parliament which seeks to impose GH¢1 on every litre of fuel.
The Energy Sector Levy Amendment Bill 2025 introduces a GH¢1 increase in the levy on petroleum products.
Speaking on the floor of parliament, Ato Forson stated, “A minimum of $3.7 billion is needed to clean up the overall energy sector’s indebtedness for us to have a clean slate. In the year 2025, the government will require an additional $1.2 billion to procure essential fuel for thermal power generation alone. The power sector risks imminent collapse if these unsustainable debts are not resolved.
“The government is proposing an increase in the X pump price of diesel, petrol, and related products. The impact will be absorbed by the gains made from the strong performance of the Ghana cedi. And this will mean that consumers will not have to pay extra for the price of diesel and petrol, beginning today, June 3,” he added.
Kojo Oppong Nkrumah has also labelled the GH¢1 levy on petroleum products as a midnight robbery.
According to the minority, the dumsor Levy has an effective effect of 8% per transaction which is more than the 1% per transaction E-Levy.
Speaking to the media, Kojo Oppong Nkrumah the member of parliament for Ofoase Ayirebi stated, “The E-Levy was advertised in the budget and followed up with town hall. It was neither advertised in the budget nor on the main order paper for the day. That is why we say that this amounts to midnight robbery.
The E-Levy had an effective rate of 1% per transaction, yet it was described as pickpocketing. This Dumsor Levy has the effective effect of 8% per transaction, which is why we say that it is midnight robbery”.
