The minority in Parliament has opposed the Energy Sector Levy (Amendment) Bill, 2025 which seeks to introduce GH¢1 levy on petroleum products.
According to the minority, the dumsor levy is e-levy Promax.
The minority noted that this was not the reset the NDC led by John Mahama promised Ghanaians.
An NPP minority MP during the debate on the floor on Tuesday, June 3 stated, “I am wondering how Dafeamekpor will explain to his constituents. Just last month, PURC increased electricity by 14.7 per cent, and water increased by 4.02 per cent. Here we are, less than one month, and they are back here to increase the taxes again. Is that what they promised the people of Ghana? Is this the reset they are talking about?
“You are taking off E-Levy, now you are bringing Dumsor Levy, this is e-levy promax. We, the mighty minority, we stand with the Ghanaian people”.
The Energy Sector Levy Amendment Bill 2025 introduces a GH¢1 increase in the levy on petroleum products.
According to reports the measure will generate some GH¢5.7 billion in revenue to help reduce energy sector debts and help solve the erratic power supply commonly known as dumsor.
In a brief statement on the floor of Parliament, Ato Forson detailed that at least $3.7 billion is needed to clear the current energy sector debt.
Speaking on the floor of parliament, Ato Forson stated, “A minimum of $3.7 billion is needed to clean up the overall energy sector’s indebtedness for us to have a clean slate. In the year 2025, the government will require an additional $1.2 billion to procure essential fuel for thermal power generation alone. The power sector risks imminent collapse if these unsustainable debts are not resolved.
“The government is proposing an increase in the X pump price of diesel, petrol, and related products. The impact will be absorbed by the gains made from the strong performance of the Ghana cedi. And this will mean that consumers will not have to pay extra for the price of diesel and petrol, beginning today, June 3,” he added.
Meanwhile, Mahama Ayariga, the Majority Leader in Parliament has stated the government is only asking for just 1 cedi so we can end the erratic power supply known as dumsor.
According to Mahama Ayariga, Ghanaians are being asked to pay 1 cedi each when they buy a litre of fuel with the introduction of the Energy Sector Levy Amendment Bill 2025.
The Majority leader is quoted by JOY FM to have stated, “Basically, it is saying that Ghanaians should give 1 cedi each when they buy a litre of fuel so we can end dumsor. Just 1 cedi, so we can end dumsor”.
