The Office of the Special Prosecutor (OSP) has fingered several high-ranking officials of the National Petroleum Authority (NPA) over an alleged corruption scheme involving more than GH¢280 million.
The OSP has accused the accused of exploiting their regulatory powers for personal enrichment.
According to Kissi Agyebeng, senior and other officials of the NPA arranged and implemented a corrupt scheme by capitalising on their regulatory authority.
The OSP revealed that the NPA officials extorted large sums of money from oil marketing companies (OMCs) and other stakeholders in the downstream petroleum industry between 2022 and 2024.
Speaking to the press on Monday 2, June 2025, Kissi Agyebeng detailed, “This was reportedly achieved through threats, intimidation, coercion, veiled suggestions, bribery, and excessive regulatory pressure all aimed at enriching the perpetrators.
“As of May 30, 2025, the OSP reports that it has traced a total of GH¢280,516,127.19 believed to be proceeds of this illicit scheme. Investigators say part of these funds was used to acquire luxury apartments and homes both in Ghana and abroad, along with 22 fuel haulage trucks”, he stated.
Kissi Agyebeng further revealed that criminal charges will be filed before the end of June 2025.
The charges will be filed against implicated NPA officials, executives of complicit OMCs, and their directors or senior managers.
“Upon filing of charges, we will provide full details including the identities of those involved, assets acquired, and items recovered,” he added.
Meanwhile, the OSP had earlier revealed it is investigating the former NPA boss Mustapha Hamid over alleged GH¢1.3bn fraud at the National Petroleum Authority (NPA).
The NPA has been accused of misappropriating funds from the Unified Petroleum Pricing Fund (UPPF), which is a mechanism designed to stabilise petroleum prices across the country.
The Office of the Special Prosecutor stated, “The OSP has commenced investigations into suspected corruption and corruption-related offenses in respect of an alleged embezzlement of GH¢1.3 billion from the Unified Petroleum Pricing Fund (UPPF) at the National Petroleum Authority (NPA).
“The investigation primarily targets the following persons: the coordinator of the UPPF, Jacob Amoah, NPA’s staff Wendy Ashong Newman, NPA’s staff Freda Tandoh, and a former Chief Executive of the NPA, Mustapha Abdul-Hamid”, he added.
However, Mustapha Hamid indicated that he had not received any formal invitation from any state investigative body, nor had he been informed of being under investigation for any crime.
Despite this, he expressed his willingness to cooperate fully with any investigation into the matter.
