Dr Cassiel Ato Forson, the Finance Minister has boldly touted some 21 promises so far delivered by President John Mahama since January 7.

The theme of the 2025 Budget is “Resetting Ghana for the economy we want.”

The finance minister in the budget reading announced that the government will be abolishing the Electronic Transaction Levy (E-levy), and the 10% tax on lottery winnings also known as the betting tax.

He stated, “ “We have programmed the following taxes for removal in line with our manifesto promises. Mr Speaker, we will abolish the 10% tax on winning from lottery”.

“We remain committed to the pursuit of the 24-Hour Economy Policy,” he stated, emphasising that the policy is crucial for enhancing our economic resilience and ensuring sustainable growth,” he further stated.

Delivering his address, Dr Forson said, he further went on to state the 21 promises saying “Mr Speaker, we are making progress:

  1. We committed to running a lean and efficient government of 60 ministers – We have delivered!
  2. We committed to Scrapping the E-Levy – We have delivered!
  3. We committed to scrapping the Betting (winnings) tax – We have delivered!
  4. We committed to eliminate academic fees for first-year public tertiary students – We have delivered!
  5. We committed to providing free tertiary education for all People With Disability – We have delivered!
  6. We committed to having a dedicated source of funding for free secondary education – We have delivered!
  7. We committed to distributing sanitary pads to our schoolgirls – We have delivered!
  8. We committed to uncap the GETFund– We have delivered!
  9. We committed to uncap the NHIL– We have delivered!
  10. We committed to uncap the Road Fund– We have delivered!
  11. We committed to hold a National Forum on Education – We have delivered!
  12. We committed to hold a National Dialogue on the Economy – We have delivered!
  13. We are committed to delivering Free Primary Healthcare – We are delivering!
  14. We are committed to deliver the Mahama Cares programme to finance the treatment of non-communicable diseases – We are delivering!
  15. We are committed to deliver free textbooks to school children – We are delivering!
  16. We are committed to sustainable debt management – We are delivering!
  17. We committed to implement the US$10 billion Big Push Programme for accelerated infrastructure development – We are delivering!
  18. We committed to a Constitution Review process – We are delivering!
  19. We are committed to build the Ghana we want together – We are delivering!
  20. We committed to Recover All Looted State Funds under our Operation Recover All Loot programme – We are delivering!
  21. We committed to Reset Ghana – We are delivering!.
