President of the Ghana Music Alliance, Seven Xavier, has expressed strong opposition to the potential appointment of Rex Omar as Minister of Tourism, Culture, and Creative Arts.
According to Xavier, Omar’s track record in previous leadership roles raises significant concerns about his ability to effectively manage the ministry.
“One person I know who hasn’t served well in past positions is Rex Omar.
I do not want to see him on the list,” Xavier stated, referencing Omar’s tenure as chairman of the Ghana Music Rights Organization (GHAMRO).
Xavier argued that Omar struggled to address fundamental challenges in the music industry during his time at GHAMRO.
“He couldn’t handle the collective agency effectively, which is just a subset of the music industry.
So how do we now consider him for a broader role that demands even greater competence and vision?”
Xavier highlighted several issues with Omar’s leadership at GHAMRO, including the organization’s inability to implement essential systems to manage music royalties effectively.
“Rex Omar was focused on building a new office for GHAMRO when what the organization needed most was software to run the industry, not physical brick and mortar,” Xavier said.
He further criticized the lack of progress in addressing legal frameworks to regulate music royalties.
“Omar often complained about the government’s failure to implement necessary laws, but leadership requires action and accountability.
The industry still doesn’t know how much revenue is generated per play, for example, because the right structures were not put in place under his leadership,” Xavier remarked.
Xavier also pointed out a broader issue within the music industry, where individuals transition from roles in one association, like Musicians Union of Ghana (MUSIGA), to GHAMRO, without delivering meaningful results.
“This culture of moving from MUSIGA to GHAMRO as if it’s a natural progression has not helped.
Other associations should be holding GHAMRO accountable, but that’s not happening,” he added.
Seven Xavier emphasized the need for capable and visionary leadership in the Ministry of Tourism, Culture, and Creative Arts, especially during a period when the creative arts sector is facing numerous challenges.
“We need someone who understands the complexities of the industry and has a proven track record of delivering results.
Rex Omar’s performance at GHAMRO does not inspire confidence,”.
