The Office of the Special Prosecutor has been petitioned to investigate the 40,000 ghost names scandal and corruption of the National Service Secretariat (NSS) now the National Service Authority (NSA).
The petition which was presented by the Media Foundation for West Africa (MFWA) details incidents and corruption and its related activities taking place at the NSA.
In the petition, the MFWA presented compelling of evidence gathered during the investigative report by The Fourth Estate. This evidence outlines various alleged corrupt practices within the NSA, including the creation and use of thousands of fraudulent student index numbers linked to purported graduates from tertiary institutions.
The investigation also revealed what it termed a consistent pattern of corruption and mismanagement at the NSA, which has reportedly cost the state millions of cedis each year since 2018.
In a series of post on X by @GhanaCrimes and @Datanomics_the data of active NSS personnel have been inflated by 40,000 names.
It is reported that the 40,000 ghost names are said to be working in state institutions and paid an allowance of Ghc 715 monthly like clockwork.
It is alleged this crime has been perpetuated for some 36 months. This means that persons or the syndicate receiving the allowances on behalf of these 40,000 ghost individuals makes a whooping Ghc343m per year for 3 years.
What makes this scandal more worrying is the fact that allowances were disbursed without delay to the accounts of the 40,000 ghost names while, actual NSS personnel had their allowances being delayed for months.
It is further being alleged that Gifty Oware-Aboagye Deputy Executive Director, General Services (responsible for administration and finance) at the National Service Secretariat oversaw the payment of these allowances into the accounts of the 40,000 ghost service personnel.
